2nd Grade Flag Football Rules

⚠ 2nd Grade Kid QB Rule: A player QBs the offense instead of a coach. The Kid QB follows the same rules as a coach QB — 6-second pass clock, no pump fakes, no running the ball — and can only play QB for one half, not both. There is no pass rusher against the Kid QB.
Players on the Field
5 players on both offense and defense, with a 6th player (the Kid QB) joining on offense only. Minimum of 4 players to start a game. Side snaps (not between the legs) are allowed for 2nd grade and below. One coach may be on the field at a time.
Game Format
Four quarters — the first three are 10-minute running-clock quarters, the fourth is an 8-minute running-clock quarter followed by 7 offensive plays to end the game. 1-minute break between quarters, 3-minute halftime. Clock stops for dead balls in the last 2 minutes of the 2nd quarter. Each team gets two 30-second timeouts per half. No overtime — tie games stand.
Coin Toss & Possession
A coin toss decides first possession (visiting team calls it); the winner chooses to take the ball or defend an end — no deferring. The coin-toss loser gets the ball to start the second half. Teams switch directions at halftime.
Downs & Scoring
Teams get 4 downs to reach the next 15-yard zone line or score; getting a first down resets to 4 more downs. Failing to convert results in a "punt" — the ball goes to the other team at their own 3-yard line. Touchdown = 6, extra point = 1 (from the 6-yard line) or 2 (from the 12-yard line), safety = 2. No kickoffs — the ball is placed at the 15-yard line to start each half and after scores.
Passing
The Kid QB has a 6-second pass clock (no rusher, so this always applies). Shovel passes are allowed. All players are eligible to receive, including the QB after a handoff. Only one player in motion at a time. A receiver needs at least one foot inbounds to complete a catch. Interceptions may be returned.
Running
The QB cannot run with the ball. Multiple handoffs are allowed, and the player who takes a handoff may throw from behind the line of scrimmage. Once the ball is handed off, all defenders may rush. Spinning is allowed; diving to avoid a defender is not. Ball is spotted where the carrier's feet were when the flag was pulled. No laterals or pitches once the ball crosses the line of scrimmage.
No-Run Zones
Located 3 yards from each end zone. Any pass (including a shovel pass) must cross the line of scrimmage while in these zones.
Dead Ball & No Fumbles
Play is dead when a flag is pulled, the carrier steps out of bounds, a score happens, a knee touches the ground, or a flag falls out. There are no fumbles — the ball is spotted where it hits the ground. A bad snap over the QB's head is returned to the line of scrimmage with a loss of down.
Flag & Contact Rules
Ball carriers cannot stiff-arm, run into a defender, lower their head, or guard their flag with hands/arms. Defenders cannot hold, push, tackle, or grab the face of a ball carrier. No blocking or contact beyond the line of scrimmage.
Penalties
Most fouls are 5 yards (illegal motion, delay of game, illegal forward pass). 10 yards for illegal blocking, illegal tackling, flag guarding, and defensive pass interference. Offensive pass interference is a loss of down. Unsportsmanlike conduct is 15 yards.
Equipment
Jersey must have the Moody Family YMCA logo (no names on jerseys). Nike or Wilson Pee Wee game ball (teams provide their own). Rubber-sole shoes (molded cleats or flat-bottomed). No jewelry and no rigid splints or casts.
